Every mature Authority Center in this Academy has a calendar, and they share a structure because the Northern California weather year is the same for all of them β a dry season running roughly May to October and a wet season running November to April, with the first substantial rain functioning as the year's diagnostic event. What makes an industrial calendar different is the second clock. Manufacturing sites have planned outages, turnarounds, seasonal production peaks, and stock build periods, and these determine access to a substantial part of the site regardless of what the weather is doing. A calendar built only on the weather year will schedule work into windows where the plant cannot host it.
How an Industrial Calendar Differs
- Access varies by zone, not just by season. Unrestricted zones follow the weather year; permit-dependent zones follow the plant.

- Outage-linked work β requires isolation or process-area access. Submitted to the outage planning process, not to a calendar.
- Opportunistic work β depends on a transient condition such as a fabrication yard clearing or a storage bay running low. Needs a standing arrangement and a responsive vendor rather than a date.
- Condition-triggered work β driven by inspection findings against the thresholds in industrial facility appearance standards.
Pre-Wet-Season: September to October
This is the highest-value period in the industrial year, and the reasoning is specific rather than general. Several industrial deterioration mechanisms are moisture-driven, and the material that will drive them is sitting on site surfaces at the end of the dry season.
- Clear drainage across the whole site. Channels, trench drains, grates, sumps, and corridor low points have been silting since May. This is the single highest-return action of the year, and it is the one most often left until after the first storm demonstrates the need.
- Clear ferrous fines from fabrication and working yards, for the oxidation reason set out in fabrication yard surface care. Entering the wet season with loose ferrous material on the surface produces the worst staining outcome available.
- Address storage area accumulation and track-out zones, where wet conditions multiply material migration.
- Clear corridor and equipment area low points, which are the areas where standing water will persist longest.
- Verify that fall and flow paths are intact where accumulation may have altered them.
- Complete elevation and frontage work while conditions allow, since the wet season restricts it.
Wet Season: November to March
The wet season is not a maintenance pause on an industrial site; it is the diagnostic season, and the information available during it is available at no other time.
- Inspect during and immediately after rainfall. Ponding, grade loss, drainage capacity, uncontrolled flow paths, and roof and stack drainage behavior are all only visible when it is raining. A single deliberate wet-weather walk is worth several dry ones.
- Record where water actually goes, particularly around storage, corridor, and equipment areas, and compare it to where it is supposed to go.
- Monitor traction conditions in areas combining moisture with process residue or fines, which is when they are at their worst.
- Respond to conditions rather than running program work, since results are compromised and drainage capacity is committed.
- Use the period for planning β the following year's program, outage submissions, and budget, informed by what the wet weather revealed.

Shoulder and Assessment: April to May
The transition period is when the year's condition picture is clearest, because the wet season has just finished exposing everything.

- Run the appearance audit against the tiered standards.
- Address organic growth that developed over the wet months.
- Assess drainage features for what accumulated during the season.

Dry Season: May to September
The dry season carries the bulk of program work, with reliable conditions and predictable access.
- Building elevations and structures, including deposition-affected areas identified during inspection.

- Route and circulation work, including turning areas and standing positions.
- Corridor work, where access and isolation permit.
- Yard and storage area program work, timed against stock and delivery cycles.
- Opportunistic yard access as staged items move.
One caution specific to the dry season on industrial sites: dust and fine material generation is at its highest, and areas cleaned early in the season in high-deposition zones may not hold. Sequencing deposition-affected areas later in the dry season, closer to the pre-wet-season window, generally retains more value.
Shutdown-Linked Work
Outage-linked work does not sit on the calendar in the normal sense; it sits in a submission queue. The practical pattern:
- Maintain a standing list of exterior work that genuinely requires outage conditions, with the reason stated for each item.
- Submit before scope freeze, which is typically well ahead of execution.
- Keep the list short and defensible. Items that could be done during normal operation dilute the request and are cut first.
- Have the work ready to execute at short notice, including any qualification, permits, and materials, because outage schedules compress and move.
- Record what was achieved, since outage access is scarce and the record is the basis for the next request.
Frequency Guidance by Zone
Intervals below are a starting framework for discussion rather than a specification. Multi-Campus Sequencing
Organizations running several plants have one additional variable: the same calendar cannot be executed everywhere simultaneously, and the pre-wet-season window in particular is narrow.
The workable approach is to sequence campuses by exposure rather than by convenience β sites with the most drainage-sensitive conditions, the heaviest fines generation, or the most consequential wet-season failure modes go first, and sites with a longer tolerance follow. Where sites sit in different parts of Northern California, the coastal and inland rainfall patterns differ enough that the windows are not identical, which can be used to stagger the work rather than compete for it.
