Facilities that never close remove the assumption most maintenance planning rests on. What replaces it is finding the troughs rather than waiting for a stop.

Exterior maintenance planning generally assumes a period when the property is unoccupied. Retail closes, offices empty, and the work happens in the gap. Many distribution facilities have no such gap, and applying the standard model to them produces either work that never gets scheduled or work that disrupts operations.
The alternative is to stop looking for a stop and start looking for troughs β periods of reduced rather than zero activity, at three different timescales.
The Three Timescales

Most facilities have all three and use none deliberately, because nobody has looked at the throughput data with a maintenance question in mind.
Shift-Change Windows
Shift change is frequently the quietest period in a working yard: outbound has departed, inbound has not begun, and dock activity pauses. It is short and it is real, and on facilities with defined shift patterns it recurs predictably several times a day.
It suits small-scope work β one dock position, one apron section, a targeted contamination response β rather than anything requiring a long uninterrupted window. The value is that it requires no negotiation: the window already exists.
The constraint is that shift change is also when the yard has the most pedestrian movement, as staff arrive and depart. That is a safety consideration rather than a disqualifier, and it argues for zones away from staff routes.
Identifying the Weekly Trough
Appointment scheduling data tells you which day and which hours carry the fewest arrivals. This is usually known to operations and almost never shared with maintenance, because nobody has asked.
A single conversation producing a heat map of arrivals by day and hour is one of the higher-return exercises available on an industrial site, and it converts scheduling from a negotiation into a selection.
Seasonal Troughs
Most distribution operations have a demand cycle, and the post-peak trough is the natural window for major exterior work β resurfacing preparation, full yard cleaning, striping, and anything requiring a section to be offline for an extended period.
The corollary matters as much: peak season is closed. A facility in its peak weeks cannot accommodate a yard section being taken out of service, and attempting it produces either a stopped job or an operational problem. Planning the year around the demand cycle rather than the calendar is the practical adjustment, and it means the maintenance plan should be built after the demand forecast rather than alongside it.
Weekend Versus Weekday
Weekend work is the default assumption for industrial maintenance and is not always correct.

The judgment is that routine phased work frequently runs better on a weekday trough at standard rates with full supervision, while genuinely disruptive work justifies the weekend premium. Defaulting everything to weekends overpays for the routine portion.
Building the Schedule
- Get the throughput picture β arrivals by day and hour, and the seasonal demand cycle.
- Classify work by window requirement: what needs a long window, what fits a trough, what fits a shift change.
- Position major work in the seasonal trough, and fix those dates early enough to survive the demand forecast.
- Distribute routine work across weekly troughs rather than accumulating it into large mobilisations.
- Reserve shift-change windows for responsive work β contamination response, targeted areas, anything urgent.
- Agree the peak blackout explicitly, including what still happens during it.
What Still Happens During Peak
A blackout on disruptive work is not a blackout on maintenance. Contamination response, drainage clearing at inlets, spill containment, and dock-position work during natural gaps all continue β and peak is precisely when contamination generation is highest.
