Storm drains convey to creeks, rivers, and the Bay without treatment. Anything that enters one arrives at surface water essentially as it left the property, which is the entire basis for the regulatory attention this area receives β and the reason a property owner has a direct interest in what its vendors do on site.
That interest is practical rather than abstract. Where a discharge occurs, the property is generally the party a municipality identifies, because the discharge came from the property. A contractor's assurance is not a control; verified containment is.
How to Use This Checklist
- Complete the inlet mapping section once, then keep it. It is the single most useful document for scoping any future cleaning work.
- Walk the property with the map and confirm it against what is actually on the ground, including inlets that have been paved over or obscured.
- Complete the risk section annually, and after any change in tenancy or site use.
- Complete the contractor verification section during each cleaning event, not afterward.
- Photograph containment in place during work. This is the documentation that matters if a question arises later.

Inspection Checklist
Inlet Mapping β Complete Once, Then Maintain
- Every storm drain inlet on the property located and marked on a site plan
- Inlet type recorded β curb inlet, grate, area drain, trench drain
- Any sanitary sewer connections identified and distinguished from storm inlets
- Trench drains in service areas identified, with destination recorded where known
- Inlets that have been paved over, obscured, or landscaped around located
- Off-site inlets immediately adjacent to the property boundary noted
- Direction of surface flow across each area of the property recorded
- Low points where water collects before reaching an inlet identified
- Whether roof drainage connects to storm infrastructure recorded
Inlet Condition
- Grates present, intact, and secure
- Inlets clear of accumulated debris, sediment, and vegetation
- Inlet markers or stencils present and legible, where the property uses them
- Structural condition of inlet frames and surrounds
- Evidence of past discharge β staining, residue, or deposits at the inlet
- Standing water at inlets indicating blockage or grade problems
Discharge Risk Sources on the Property
- Trash and recycling enclosures β location relative to nearest inlet
- Grease receptacles and their containment
- Loading docks and service areas
- Vehicle parking and any fleet staging areas
- Fuel dispensing or fuel storage, where present
- Outdoor material or equipment storage
- Landscaping chemical and fertilizer storage
- Mechanical equipment with fluid reservoirs
- Tenant activities generating outdoor liquid waste β food service, auto, industrial
- Construction or renovation activity currently on site
Contractor Containment Verification β Complete During Each Cleaning Event
- Inlets within and downgrade of the work area identified before work begins
- Inlet protection deployed before any water is applied, not in response to a problem
- Containment method appropriate to the work β mats, berms, dams, or full recovery
- Recovery equipment present and operating where the work involves oil, grease, or detergent
- Dry cleanup performed before water was applied
- Disposal path stated by the contractor and recorded
- Products in use identified, with safety data sheets available on request
- Photographs taken of containment in place during the work
- Site left with inlet protection removed and inlets clear after completion
Documentation and Program
- Site plan with inlet locations maintained and accessible
- Contractor containment documentation collected for each cleaning event
- Disposal records retained where the contractor provides them
- Local municipal stormwater program contact identified
- Current local requirements confirmed and the confirmation date recorded
- Spill response procedure documented and known to on-site staff
- Spill kit present, stocked, and its location known
- Tenants informed of the property's expectations regarding outdoor liquid waste
Confirming Local Requirements
Requirements differ meaningfully across Northern California municipalities and change over time, which is why this checklist deliberately does not state what they are. The reliable approach is to confirm current expectations directly with your local municipal stormwater program or public works department, and to record the date you confirmed them.
In broad terms, local programs commonly address the prohibition of non-stormwater discharge to the storm drain system, expected best management practices during activities that generate wash water, the conditions under which discharge to sanitary sewer may be permitted, handling requirements for higher-risk activities such as fuel island and food-service area cleaning, and spill response and reporting obligations. Knowing that this is the general shape of the requirements makes it much easier to ask the right questions of a jurisdiction.
What Verified Containment Looks Like
The distinction between a contractor who describes containment and one who performs it is visible on site, and it takes a minute to check.
- Protection is deployed before water is applied. Inlet protection put in place after runoff has started is not containment.
- Recovery equipment is operating, not parked. A vacuum unit on the truck is not a control.
- Dry cleanup happened first. Debris swept and collected before water reduces both volume and contamination substantially.
- The disposal path is specific. A contractor should be able to say where the recovered water is going, not describe the concept of disposal.
- The work area is bounded. Containment that does not account for slope and flow direction protects the wrong inlet.

Frequency
- Inlet mapping β complete once, then verify annually and after any site work that could alter drainage.

Can pressure washing water go into a storm drain?
As a general matter, no. Storm drains convey to surface water without treatment, and wash water carries soil, detergent, oil, and organic material. Containment and recovery are the standard approach on commercial work. Specific requirements vary by municipality, so confirm current expectations with your local stormwater program or public works department.
Who is responsible if a contractor discharges to a storm drain?
The property is generally the party a municipality identifies, because the discharge originated on the property. This is why verified containment matters more than contractual assurance β a clause allocating responsibility does not prevent the discharge or the initial inquiry. Documenting containment in place during each cleaning event is the practical control.
What is the difference between storm drain and sanitary sewer?
Storm drains carry surface runoff directly to creeks, rivers, and the Bay without treatment. Sanitary sewer carries wastewater to a treatment facility. Discharge to sanitary sewer may be permissible for some cleaning activities subject to local authorization; discharge to storm drains generally is not. Distinguishing the two on your property is the first step in the mapping section of this checklist.
Does biodegradable detergent make discharge acceptable?
No. Product labeling describes how a substance breaks down over time under certain conditions; it does not change the fact that a non-stormwater discharge has entered a system that conveys directly to surface water. The containment obligation is generally independent of the product used.
