Most exterior maintenance programs do not improve. They are set once, run until someone is dissatisfied, renegotiated on price, and reset. The reason is not that improvement is difficult but that the evidence needed to drive it is never gathered, so each adjustment is a negotiation between impressions.

Programs that do improve share a common structure: they collect a small amount of specific evidence, review it on a fixed cycle, and make adjustments that are cheap to reverse.

The Evidence That Matters

Four data points, gathered as a byproduct of running the program rather than as a separate exercise.

  1. Condition immediately before each scheduled service, per zone. The single most valuable data point. It is what calibrates frequency.
  2. Reactive work, itemized. Every unscheduled mobilization, complaint response, and pre-tour acceleration, with the reason.
  3. Recurring findings by location. Anything appearing in three consecutive inspections at the same place.
  4. Total spend, programmed plus reactive. The figure nobody totals, and the one that answers whether the program is working.

Adjustments That Compound

Some changes produce a one-time saving. Others change the trajectory, and those are worth identifying because their return accumulates.

  • Frequency calibration per zone. Compounds every cycle, in both directions β€” budget released from over-served zones funds under-served ones.
  • Source correction. Removes a recurring line item permanently for a one-time cost.
  • Substrate documentation. Reduces damage risk and method uncertainty on every future engagement, including with a different contractor.
  • The site file. Limits the quality cost of crew turnover indefinitely.
  • Scope refinement. Every dispute that reveals a scope gap improves the next scope, permanently.

Conversely, price renegotiation without a scope change is the classic non-compounding adjustment. It produces a lower invoice and, over time, quietly fewer hours β€” which shows up later as quality drift.

Making It Survive Personnel Change

Continuous improvement fails most often not because the cycle stops but because the person maintaining it leaves and the successor restarts from nothing. Three artifacts make the program portable: the site file, the written zone frequencies with the reasoning for each, and the accumulated inspection and spend record.

Together those let a successor continue rather than relearn β€” which is the difference between a program that improves over five years and one that is three years old five times.

What Improvement Looks Like

Concretely, a program two or three years into a functioning review cycle tends to show a specific pattern: frequencies that differ substantially between zones rather than being uniform; reactive work as a declining share of total spend; recurring conditions resolved at source rather than recleaned; a scope that has grown more specific rather than longer; and total spend flat or declining while condition is better.

A Note on Benchmarking

Comparing your program against other properties is less useful than comparing it against itself. Property-to-property comparison is confounded by substrate mix, tenant mix, orientation, footfall, adjacent land use, and prior deferral β€” differences large enough that a benchmark figure rarely transfers.
