Exterior surfaces move through recognizable stages, and the options available narrow at each one. Knowing the stage is what makes the inexpensive choice still possible.

Exterior surfaces do not degrade continuously from a maintenance decision-making perspective. They pass through stages, and each transition removes options. A surface in the second stage has choices that a surface in the fourth does not, and the cost difference between acting in one and the other is frequently an order of magnitude.

This framework stages that progression generically. It applies with adjustment to concrete, asphalt, coatings, masonry, and cladding β€” the stage names hold even though the specific indicators differ by material.

What Drives Each Transition

Protected to Exposed

Almost always the consumption of a protective layer β€” sealer worn through in traffic paths, coating degraded by ultraviolet load, joint sealant reaching end of life. This is a scheduled, predictable transition, and it is the one properties most reliably miss because the surface still looks fine.

Nobody inspects a sealer. Checking whether water beads or darkens takes seconds and identifies this transition years before any visible symptom.

Exposed to Degrading

Driven by water gaining access to material that was previously protected from it. On concrete this is absorption and salt transport; on asphalt, oxidation and binder loss; on coated surfaces, moisture behind the film; on masonry, saturation and mortar attack.

This transition is where source correction stops being an efficiency and becomes the determining factor. A surface in Stage 2 with no active water source can remain there a long time; the same surface with irrigation striking it daily will not.

Degrading to Compromised

The threshold where the remedy changes category. Cracks that were sealable become displacement; scaling that was localised becomes widespread; a coating that needed recoating now needs substrate remediation first. The budget shifts from operating to capital, which changes who approves it and how long it takes.

Compromised to Failed

Function or safety is affected β€” pavement that cannot carry load, a walking surface that is a hazard, an envelope element admitting water to the interior. Replacement is generally the only option, and the timing is no longer discretionary.

The Decision Points

Each transition has a decision that precedes it, and the framework's practical value is naming them.

  1. Before Protected β†’ Exposed: is the protective treatment tracked, and when is reapplication due?
  2. Before Exposed β†’ Degrading: is there an active water source acting on this surface, and can it be corrected?
  3. Before Degrading β†’ Compromised: is the extent increasing year on year, and what does the next stage cost relative to acting now?
  4. Before Compromised β†’ Failed: is replacement being planned, or waited for?

Properties that ask the first two questions routinely rarely encounter the last two. That is the entire argument for the framework.

Stage Is Not Uniform Across a Property

A single property typically has surfaces at three or four stages simultaneously β€” a recently sealed plaza at Stage 1, a truck court at Stage 3, and a rear elevation coating at Stage 4. Averaging these into an overall condition assessment obscures exactly the information a plan needs.

Recording stage by area, annually, produces a map that shows where the property is losing options fastest. That is a different and more actionable artifact than a condition score.

Where Cleaning Fits

Cleaning is a Stage 1 and Stage 2 activity. It maintains a protected surface and it prepares an exposed one for re-treatment. From Stage 3 onward its role is diagnostic and preparatory rather than remedial β€” it reveals extent and enables repair, but it does not move a surface back up the stages.
