Portfolio exterior management has one structural question underneath it: which decisions sit centrally and which sit at the property. This checklist works through that question and the inventory work that has to precede it.
Complete the inventory section before making standardization decisions. Most portfolios discover their outliers in the inventory rather than in the analysis.

3. Tier Definitions
Two or three tiers, each with its own standard and cadence. What stays constant across tiers is the specification format and compliance requirements; what varies is the threshold.

4. Comparison Metrics
Five figures make properties genuinely comparable. Gather them consistently or the comparison is decorative.

5. Rollout Sequencing
Apply the standard at natural transition points rather than forcing them. Within a normal contract cycle most of a portfolio converts without a disruptive transition.

The Central Function's Highest-Value Activity
Once specifications and compliance are in place, the most valuable central activity is maintaining the comparison rather than further standardization. Properties calibrate locally and correctly; what nobody at property level can see is that their reactive share is twice the portfolio norm.
That visibility is the thing only the center can provide, and it identifies under-served assets faster than reviewing invoices does β because invoices show spend rather than whether spend is working.
Benchmarking Without Losing Incumbents
Periodically competitively bidding a subset of properties against the standard specification produces genuine market pricing without putting the whole relationship at risk. It gives incumbents a fair reference point rather than an ultimatum, and it prevents the quiet rate-and-hours erosion that long unchallenged relationships tend toward.
