Exterior Maintenance Priority Matrix
A printable ranking sheet for the annual decision every property faces — more identified work than budget.

This matrix ranks candidate items on consequence rather than visibility or cost. It is deliberately quick: four assessments per item, a band assignment, and a bundling pass.
Complete it with the deferral register and the year's inspection findings in front of you, so items from areas nobody looks at are represented alongside the visible ones.

1. Item Assessment
One row per candidate item. Assess all four columns before assigning a band.

2. Band Assignment
Assign each item to a band. The rule that does the work: no band D item is funded ahead of a band B item, regardless of visibility or how recently it was raised.

The all-or-nothing column flags items with a threshold below which partial funding accomplishes nothing — a partly cleared drainage system still blocks. Those items are funded fully or deferred; they are not split.
3. Bundling Pass
After ranking, check whether any lower-band item can be added to a funded mobilisation at marginal cost. This is the only legitimate reason to promote a lower band item.

Sequencing Rules
- Repairs before cleaning where both affect the same surface.
- Cleaning before sealing, coating, or marking.
- Source corrections before the work they protect.
- Drainage before the wet season, regardless of where it ranked.
- Seasonal-window items positioned to their window.
Checking the List for Bias
Before finalising, two checks. Does the list include items from areas nobody looks at — service corridors, rear elevations, drainage? If not, it was compiled from impressions rather than inspection. And does the funded set contain any band D item ahead of an unfunded band B item? If so, something other than consequence drove the decision.

How do you rank maintenance work with a limited budget?
On consequence rather than visibility or cost. Assess what each item becomes in twelve months, whether that is reversible, whether cost rises into a different category, and whether anyone is exposed meanwhile. Band the results and never fund a static item ahead of an irreversible one.
What is an all-or-nothing maintenance item?
One with a threshold below which partial funding accomplishes nothing — a partly cleared drainage system still blocks, a half-completed joint program still admits water. Flagging these prevents the instinct to spread a short budget across everything, which produces partial results that are worth nothing partial.
When is it right to fund a lower-priority item first?
When it can be bundled into a funded mobilisation at marginal cost. Mobilisation is a real cost component, so three separate small jobs cost more than one visit doing all three. This is the only legitimate reason to promote a lower-band item.
