This worksheet builds an annual plan in the order the decisions actually depend on each other: what condition told you, what frequency follows, what programmed work that implies, and what remains deferred with reasoning attached.
Complete it after the year's final inspection and before the budget submission. The reasoning columns are the part that matters most β they are what a successor and next year's review will need.

1. Zone Frequencies and Reasoning
One row per zone. The reasoning column is not optional β a frequency without a stated basis cannot be defended in a budget conversation or continued by a successor.

3. Source Corrections

7. Plan Assumptions
Recording assumptions is what allows the plan to be adjusted rather than abandoned when one of them proves wrong.

- Submit sections 1, 2 and 6 as the budget request; the reasoning columns are what defend it line by line.
- Keep sections 3 and 4 as working documents reviewed quarterly rather than annually.

- Revisit section 7 at each quarterly review; assumptions failing early are the most useful signal available.
- Carry the whole worksheet forward β next year's version starts from this one rather than from a blank page.
What This Worksheet Does Not Do
It does not produce a cost figure. Exterior maintenance pricing depends on measured quantities, condition, access, water handling, and schedule constraints specific to each property, and the reliable way to obtain a number is a written scope and competitive bids against it. This worksheet produces the structure that a scope is written from.

When should an annual maintenance plan be built?
After the year's final inspection and before budget submission, so the plan is built from recorded condition rather than from impressions. Zone frequencies should be set from what condition was observed immediately before each service rather than carried forward unchanged.
Why record reasoning alongside each frequency?
Because a frequency without a stated basis cannot be defended line by line in a budget conversation, and cannot be continued by a successor who inherits the schedule without knowing why it is what it is. Reasoning is the part of a plan that does not survive personnel change unless it is written.
Does this worksheet produce a budget figure?
No. Exterior maintenance pricing depends on property-specific factors that no general tool can know. This produces the structure a scope is written from, and the reliable way to obtain a figure is a written scope with competitive bids against it.
