Concrete deteriorates on a timescale longer than a budget cycle, which is why it is so often managed reactively. A crack that opened slightly this year is not urgent; the same crack five years on has admitted water through five wet seasons, and the conversation has changed. Planning across a multi-year horizon is what makes the cheap intervention available at the point where it is still cheap.
Tracking Condition Rather Than Recording It
A single inspection records a state. What planning requires is a trajectory, and that comes from the same route walked repeatedly with a comparable record. Three things make a concrete record usable over years.
- Fixed photographic positions. Comparison only works if the frames match; noting the position makes the next pass usable.
- Extent rather than presence. "Alligator cracking, roughly 40 square meters, southeast corner of the truck court" supports a decision. "Cracking present" does not.
- Dated width observations on significant cracks. A crack that has not moved in three years is a different item from one that has widened each year.
Intervention Thresholds
Concrete work becomes progressively more expensive at recognizable points. The planning value lies in knowing which threshold a surface is approaching.

The transition worth watching most closely is from the third row to the fourth. Sealed cracks in a stable slab can remain stable for a long time; cracks left open through several wet seasons tend not to.
Sequencing So Nothing Is Done Twice
- Repair before cleaning where repair is imminent, since cleaning a surface about to be patched or resurfaced is wasted.
- Clean before sealing or coating, because both require a clean substrate and fail early over contamination.
- Seal before restriping, since striping applied first is covered over.
- Diagnose before any of it where a condition recurs, because a moisture path will defeat the whole sequence.
The exception to the first rule is diagnostic cleaning: where the extent of a problem cannot be assessed under accumulated soiling, cleaning the affected area specifically β not the whole property β is a reasonable prerequisite to scoping the repair.
A Multi-Year Structure
A workable planning horizon for commercial concrete is three to five years, revisited annually. The structure does not need to be elaborate.
- Year one: establish the baseline. Substrates, treatments, condition by area with photographs, drainage behavior observed after rain.
- Each year: repeat the route, record change, note which areas moved between stages.
- Each year: carry a rolling list of anticipated interventions with approximate timing and whether each is operating or capital.
- Each year: identify the source conditions β drainage, irrigation, discharge points β that are driving deterioration in specific areas.
That rolling list is what converts an inspection finding into a budgeted item rather than an emergency. It also survives personnel change, which concrete planning otherwise rarely does.
Building the Capital Case
A resurfacing or replacement request competes against everything else in a capital cycle, and it competes badly when presented as a condition description. What tends to carry it is the trajectory: dated photographs across three or more years showing progression, extent recorded at each point, and a plain statement of what the next threshold costs relative to acting now.
Where the deterioration is driven by an identifiable source β a drainage failure, a discharge point, a settled utility cut β including the source correction in the request materially strengthens it, because it distinguishes a repair that will last from one that will recur.
